The Commission shall, while performing any of its functions, have all the power of a Civil Court trying a suit and in particular in respect of the following matters.
(a) Summoning and enforcing the attendance of any person from any Part of State and Examining Hin on oath;
(b) Requiring the discovery and production of any document;
(c) Receiving evidence on affidavits;
(d) Requisitioning any public record or copy thereof from any court or office;
(e) Issuing commissions for the examination of witness and documents;
(f) Any other matter as may be prescribed.
The Commission has come to be looked upon by the Minorities as a liaison between them and the Government, and a forum for ventilating their grievances. It is considered as a means to communicate their problems to the Government.
A large section of the Minorities are still ignorant about the power and functions of the Commission and also the Prime Minister's New 15 Point Programme for the welfare of Minorities. To ensure that this information percolates to the common man and to monitor the implementation of the Prime Minsiter's New 15 Point Programme, the Commission felt it necessary to undertake District tours. The programme during the district tour wa split in two sessions, the forenoon session was earmarked to hear the public grievances of the minorities including Minority NGO's, Cultural Organizations and other stake holders in the welfare of the minorities. The afternoon session was earmarked for review of the implementation of the Prime Misnister's New 15 Point Programme and also the issue raised in the forenoon session with Deputy Commissioner, Superintendent of Police, the Chief Executive Officer, ZillaPanchayat and all other District Officers.
